The Louisville Metro Air Pollution Control Board opens a public comment period February 19, 2004, on four options to reduce the allowed emissions in the Kentucky State Implementation Plan (SIP) by an amount equivalent to the increase in emissions resulting from closing the Jefferson County Vehicle Emissions Testing (VET) Program. The reduced emissions would result from a combination of control measures that would include entering into one or more Agreements with the Louisville Gas and Electric Company Mill Creek Generating Station and the Kosmos Cement Company and recognition in the SIP of emission reductions required by Regulation 6.18 Version 6 Adopted March 15, 2002. If approved by the Board, the measures included in the approved option will be submitted to the U.S. Environmental Protection Agency for inclusion in the Kentucky State Implementation Plan, along with a request for this SIP submittal to amend the SIP submittal that was sent on September 22, 2003, by the Kentucky Natural Resources and Environmental Protection Cabinet that requested that the Jefferson County VET Program be removed from the active part of the Kentucky SIP and added to the contingency portion of the applicable maintenance plans.

Oral statements will be accepted at the public hearing on March 31, 2004, at 9:00 a.m. in the Board Room, 850 Barret Ave, Louisville.
