Air Pollution Control District of Jefferson County
The Kentucky Natural Resources and Environmental Protection Cabinet and the Air Pollution Control Board of Jefferson County held a public comment period and public hearing on a proposed revision to Kentucky’s State Implementation Plan to redesignate the Louisville area to attainment for the 1-hour ozone standard. This proposed revision included a plan to maintain the standard through 2012 and, when approved by the U.S. Environmental Protection Agency, will set regional mobile source budgets for transportation conformity purposes. The nonattainment area includes Jefferson and portions of Bullitt and Oldham Counties, Kentucky, and Clark and Floyd Counties, Indiana.
The Cabinet and the Board are extending the written comment period on the following two issues: 1. Reduction of the volatile organic compound safety margin for the regional mobile source budget from 14.89 tons per summer day to 12.13 tons per summer day and 2. Commitment by the Commonwealth of Kentucky to revise and resubmit to the EPA the mobile source budgets within one year after the EPA releases MOBILE6 or alternatively within two years after EPA releases MOBILE6 provided that transportation conformity is not determined in the Louisville area without adequate MOBILE6-based mobile source budgets during the second year.
