Louisville Metro Air Pollution Control Board
August 17, 2005

A meeting of the Policy Committee of the Louisville Metro Air Pollution Control Board was called to order on August 17, 2005, at 10:10 a.m. in the 2^nd floor Conference Room of the Louisville Metro Air Pollution Control District, 850 Barret Avenue, Louisville, Kentucky, by Committee Chairman Lewis Hammond. Committee member Dr. Nadir Al-Shami was also present. A quorum was present.

The following Louisville Metro Air Pollution Control District (District) staff members were present: Jon Trout and Terri Phelps. Also present were Assistant County Attorney Lauren Anderson and law clerk Allison Grant.

Draft Amendment to Regulation 1.06 Stationary Source Self Monitoring, Emissions Inventory Development, and Reporting, Version #8, Draft #1- External, August 3, 2005

Mr. Trout introduced the draft amendment to Regulation 1.06, explaining that the draft contained the following changes from the previous version:

1. On line 30 the word “malfunctions” is replaced by the words “upset conditions” to make the language consistent with the language in Regulation 1.07.
2. On line 218, the phrase,  “based on ambient air monitoring or modeling of allowed emissions,” is inserted between the words “determines” and “that, and the phrase “or may be” between the words “is” and “greater” on line 219 is deleted. This makes the language in Regulation 1.06 consistent with Regulation 5.21.

Mr. Trout said that the District recommends that the Policy Committee approve Regulation 1.06 Version #8, Draft #1 - External, August 3, 2005, to start the formal Public Review process.

Draft Amendment to Regulation 1.15 Version of Federal Regulations Incorporated by Reference, Version #12, Draft #1–External, July 26, 2005

Draft Amendment to Regulation 7.02 Federal New Source Performance Standards Incorporated by Reference, Version #12, Draft #1–External , July 26, 2005

Mr. Trout explained that the purpose of these draft regulations is to update the adoption and incorporation by reference of the federal regulations in 40 CFR published in the July 1, 2004, version of the Code of Federal Regulations and, for 40 CFR 60, any additions, corrections, or amendments published in the Federal Register since July 1, 2004.

Mr. Trout said that the District recommends that the Policy Committee approve Regulation 1.15 Version #12, Draft #1 - External, July 26, 2005, and Regulation 7.02 Version #12, Draft #1 - External, July 26, 2005, to start the formal Public Review process.
