A public hearing of the Louisville Metro Air Pollution Control Board (Board) was called to order December 15, 2004, at 9:03 a.m. in the Board Room of the Louisville Metro Air Pollution Control District, 850 Barret Avenue, Louisville, Kentucky, by the Chair, Karen Cassidy

General Statement, Rules, and Purpose

The chairman read the opening announcement, rules, and purpose of the hearing of the Louisville Metro Air Pollution Control Board, which was to review one Agreed Board Order.

1. Agreed Board Order with Louisville Gas & Electric Company

Terri Phelps explained the Agreed Board Order with Louisville Gas & Electric Company (Company) that extends the deadline for testing and installation of the continuous opacity monitoring system on all four units at the Mill Creek Station. The Order also provides for the testing of a particulate matter continuous emissions monitoring system. Several years ago the Company converted all four of the units at the Mill Creek Station to wet stack operations in order to mitigate a problem of the formation and emission of large particles in the stack. This conversion to wet stacks made the use of continuous opacity monitors in the stack impracticable.

Ms. Phelps said that when the District issued the Company’s Title V permit for this station, the District and the Company agreed that the Company would test an extractive opacity monitoring system (EOMS). If approved by the District, the Company was to install the system at all four units at the Mill Creek Station. This past summer, the Company contacted the District and requested an extension of time in order to conduct further testing on the EOMS. The District agreed to an extension and asked the Company to also test another emerging technology, particulate matter continuous emissions monitoring system (PM CEMS). The Company has agreed and will install a PM monitor by January 31, 2005. By September 1, 2005, the Company will report to the District on its testing of both the EOMS and the PM CEMS. If the District approves the use of either technology, the Company will begin installation by January 31, 2006. Completion of installation on all four units will take place by October 31, 2006. If the District is unable to approve either monitoring system, the Company will install a continuous opacity monitor in the ductwork for all four units, which will be used as an indicator of performance.

Ms. Phelps said the Company had agreed to the Order and was available for questions.
