A public hearing of the Air Pollution Control Board of Jefferson County was called to order July 17, 2002, at 9:00 a.m. in the Board Room of the Air Pollution Control District, 850 Barret Avenue, Louisville, Kentucky, by the Chairman, Joseph Vibbert.
The Chairman read the opening announcement, rules, and purpose of the hearing, which was to review the proposed amendment to one regulation.
Mr. Trout explained that the two purposes of Regulation 5.14 are to list the hazardous air pollutants (HAPs) and list the source categories that are anticipated to be regulated as part of the Clean Air Act Section 112 requirements to reduce HAPs. The EPA made several changes to the source categories list in the February 12, 2002 Federal Register notice. Those changes are proposed to be made to the current version of Regulation 5.14.
Mr. Trout stated that no comment was received during the 30-day written comment period. However, the EPA made a minor change to the source list on June 20, 2002, changing “Refractories Manufacturing” to “Refractory Products Manufacturing.” The District recommends that this change also be made to Section 3.1.4.
Mr. Trout said that the District intends to recommend that the Board, at today’s meeting, approve amended Regulation 5.14 as set forth in Version #5, Draft #1 - Proposed, April 18, 2002, with the addition in Section 3.1.4 that “Refractories Manufacturing” be changed to “Refractory Products Manufacturing,” pending evaluation of any comments made at the Public Hearing.
