The regular meeting of the Air Pollution Control Board of Jefferson County was called to order April 17, 2002, at 9:14 a.m. in the Board Room of the Air Pollution Control District, 850 Barret Avenue, Louisville, Kentucky, by Chairman pro tem Lee Howard. Michael Hesse was present. A quorum was not present.

Personnel Announcements
Mr. Williams introduced Michael Caple, Engineering Specialist, a new employee in the Chemical Process Unit. Mr. Williams announced that Terry Carby, Technical Specialist I, was reassigned to the Air Quality Unit from the VET program.
Unfinished Business
A. Changes to the Jefferson County ambient air monitoring network
Mr. Williams said the District anticipates modifying the recommendation to change the ambient air monitoring network that underwent a public comment period and public review. Modifications include retaining the current carbon monoxide (CO) monitoring network and reestablishing the fifth CO monitor at an additional “hot spot” location.
Committee Reports
A. Policy Committee
Mr. Trout said that the Policy Committee met on April 9 and approved three proposed amended regulations to undergo the formal Public Review process. Regulation 1.03 Abbreviations and Acronyms includes new abbreviations and acronyms now used in the District’s regulations and removes those that are no longer used. Regulation 2.05 Prevention of Significant Deterioration of Air Quality incorporates by reference the federal PSD requirements but retains two provisions that are in the current version of Regulation 2.05 that gives the Board authority to limit the amount of increment consumption approved in an individual permit. Regulation 5.02 Adoption of Federal Emission Standards for Hazardous Air Pollutants includes new and amended federal regulations published in the Federal Register after February 20, 2002, most notably the amendment to 40 CFR Part 63 Subpart B that addresses the requirements of Section 112(j) of the Clean Air Act. The public hearing for these three amended regulations will precede the May 15th Board meeting.
Staff Reports
A. Director
Mr. Williams stated that the Governor signed HB 618 on April 5 into law, through which the proponents of the bill seek to end the Vehicle Emissions Testing (VET) program on November 1, 2003. Board members were provided with a copy of the VET program informational package that was submitted to the Governor. This package included the Board resolution adopted at the March 20th meeting.
Mr. Williams announced that the District will receive additional grant money from the U.S. Environmental Protection Agency (EPA). The funds come from last Fiscal Year’s Congressional appropriation of an additional $8 million for state and local air agencies. The District’s portion amounts to $29,280. A proposal will be made to the EPA to use the additional grant money for the West County Community Task Force air toxics monitoring project.
B. Lawn Care for Cleaner Air Awards
Ms. Fitzgerald reported that a workshop co-sponsored by the District and the Louisville Nature Center has been scheduled for Saturday, April 27. Topic of discussion is “How to Turn Your Lawn Into a Garden.” Lawn Care for Cleaner Air awards were presented to Ted Lineberry of the Binet School, Janice Farnsley, and the late Gene E. Yost, accepted by Heidi and Martin Yost.
C. Air Quality Data
Mr. Williams indicated that the monitored PM2.5 levels were the lowest concentrations for the months of January, February, and March in the four years for which PM2.5 was monitored.
D. VET
The VET report for March 2002 was submitted for filing. A copy is attached to the original minutes.
E. Enforcement Status
The APCD Enforcement Status 04/10/2002 report was submitted for filing. A copy is attached to the original minutes.
