of the
Air Pollution Control Board of Jefferson County
February 21, 2001

 

A public hearing of the Air Pollution Control Board of Jefferson County was called to order February 21, 2001, at 9:10 a.m. in the Board Room of the Air Pollution Control District, 850 Barret Avenue, Louisville, Kentucky, by the Chairperson pro tem, Karen Cassidy.

General Statement, Rules, and Purpose

The Chairman read the opening announcement, rules, and purpose of the hearing which was to review two amended NOx RACT Board Orders.

Ford Louisville Assembly Plant

Mr. Trout said that NOx RACT Board Orders for both Ford Louisville Assembly Plant and the Louisville Medical Center Steam Plant had been approved by the Board in November 1999 and submitted by the Commonwealth of Kentucky for inclusion in the Kentucky State Implementation Plan (SIP). However, the U.S. Environmental Protection Agency (EPA) identified issues needing resolution before this NOx RACT determination would be approved as part of the Kentucky SIP. The issue raised by the EPA regarding these NOx RACT plans involved the need for a demonstration of continuous compliance in addition to the annual performance tests for NOx for each of the boilers. The District reached an agreement with the EPA that would require the companies to perform each year, prior to the start of the designated ozone season, and keep records of the boiler maintenance activities. The EPA sent a letter to the District stating that this approach would resolve this issue.

A representative of the Ford Louisville Assembly Plant requested that the proposed amended NOx RACT plan allow the major boiler maintenance activities to occur at the beginning of the heating season. The District agreed to add a phrase that would require these activities to occur within seven months of March 1 of each year.

The District intends to recommend that the Board approve the amended Board Order with Ford Louisville Assembly Plant as modified this morning by adding the phrase in NOx RACT plan Element No. 3.

Louisville Medical Center Steam Plant

Mr. Trout indicated that the issue with EPA regarding the previous Board Order with the Louisville Medical Center Steam Plant was the same as with Ford Louisville Assembly Plant.

He said that there were no comments from the Company. The EPA sent a letter to the District stating that this approach would resolve this issue.

The District intends to recommend that the Board approve the amended Board Order with Louisville Medical Center Steam Plant as proposed.
